Here's a few ideas:
1. Other than sex on the side of the pool,
you can still have sex ON a large pool float that can support at least 2 people.
2. The man rubbing the his penis between the woman's breasts.
3. Just plain hugging and kissing, fondling and groping the woman's breasts in the pool.
4. And I assume masturbating in the pool is safe, too.
But I cannot stress the first suggestion enough.
Vaginal and anal sex can still be performed on a large pool float that can support at least 2 people.
